Supervisor Willman called the meeting to order and the Pledge of Allegiance was recited. A quorum was present.

BVFD-Chief Houghton stated the purpose of the meeting was to discuss the possibility of BFVD changing jurisdictional authority from Essex County to Franklin County. The reason for the proposed change is Franklin Co. dispatch utilizes a high band radio frequency allowing BVFD members to be communicated with in the remote locations of the Town of Franklin.

Supervisor Whitson inquired as to whether BVFD would physically relocate to the Town of Franklin. Chief Houghton stated the department would not move to the Town of Franklin. The change is basically internal and would not effect the residents the department serves.

Brian Goetz stated the one open workers comp case they have open with PERMA (Essex Co. Worker's Comp) will be closed this year. PERMA needs a written request 30 days prior to the jurisdictional change to close the case officially.

Scott Edkin discussed the changes that must been made on the state level. The Office of Fire Control and Prevention must receive a request from BVFD to change jurisdiction from Essex County to Franklin County along with resolutions from each respective Town approving and accepting this change.


There being no further business to discuss, Supervisor Willman adjourned the meeting at 4:45pm.
