BUDGET WORKSHOP - HIGHWAY FUND

CALL TO ORDER

Supervisor Arthur P. Willman, Jr. called the Budget Workshop to order at 7:00 PM, the Pledge of Allegiance was recited, the Clerk called the roll, introduced guests and declared the full board was present.

2. 2011 TENTATIVE BUDGET REVIEW

Budget Officer Richard Meagher presented the Highway Fund 2011 Tentative Budget to the Board. He explained the tentative budget was assembled from input gathered from department heads. He reviewed the General Fund portion of the 2011 Tentative Budget line by line, and following discussion, adjustments were made.

SPECIAL BOARD MEETING

CALL TO ORDER

Supv. Willman called the Special Board meeting to order at 8:46 PM.

NEW BUSINESS

A. SCHEDULE PUBLIC HEARING ON 2011 PRELIMINARY BUDGET. Supv. Willman requested a motion scheduling the public hearing on the 2011 Preliminary Budget for 7PM Wednesday, November 3, 2010. (B.Merrill-A.Berg m/s/p) ALL AYE

RESOLUTION NO. 75 PUBLIC HEARING ON BUDGET SCHEDULED NOVEMBER 3, 2010 WHEREAS, the Town Board, along with Budget Officer and department heads have held workshops to review, discuss and revise the 2011 Preliminary Budget; and WHEREAS, in accordance with policy, the Tentative Budget will be adopted as the Preliminary Budget; and WHEREAS, public comment is necessary prior to adoption as Budget; NOW, THEREFORE, BE IT RESOLVED, a public hearing on the 2011 Preliminary Budget will be held at 7:00 PM Wednesday, November 3, 2010, and the Clerk is authorized to publish notice thereof.

3. QUESTIONS AND COMMENTS

Q/C: 2.5% is good, but no increase would be better. If I understand correctly, $30,000 is what it would take to make that flip to 0% increase. I encourage you to reduce the budget further. A general issue is unfunded mandates but the increase in pension costs should have come as no surprise, and in general, those things get treated like they're off the books. Everyone says their hands are tied. I know you can't renegotiate contracts but they must be taken into consideration at the time when negotiations take place. This is a responsible budget, though.
