CALL TO ORDER
Supervisor Brown called Public Hearing to order at 5:30pm. The Pledge of Allegiance was recited. The Town Clerk called the roll noting the full board present.

PUBLIC COMMENT
Leg. Lindy Ellis announced Franklin County has allocated American Restoration and Recovery Act (ARRA) funds in the amount of $25,000 to the Town of Franklin for broadband in the 2023 Franklin County Budget. Two sets of data are being prepared. One data set will utilize FCC data and the other will use NYS data.

GENERAL FUND BUDGET AMENDMENT #1
On a motion by Co. Jarvis, second by Co. Demong, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve National Grid to replace all existing streetlights with LED streetlights.

HIGHWAY SUPERINTENDENT'S REPORT - Superintendent DeMars presented the following report:
- Still hauling winter sand
- Worked on dirt section of Tyler Rd
- Worked on McManus Rd
- Assisted Town of Willmington with paving
- Added material on some driveways on Keith Rd
- Assisted NYS DOT with milling a section of Rt3 in Saranac Lake (Shared Services) We were allowed to keep all the millings that our trucks hauled with the exception of 2 loads that Bloomingdale Fire Department requested
- Cutting head for excavator
- 284 for section of Cold Brook Rd
- On going beaver activity around town
- Fuel and gas sheets were given to the Town Clerk
RESOLUTION #31 AUTHORIZATION TO PURCHASE MULCH HEAD
On a motion by Supervisor Brown, second by Council Member Demong, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the Highway Superintendent to purchase a Takeuchi mulching head in the amount of $27,300 from Anderson Equipment in Bridgeville, PA.

NEW BUSINESS
A. Speed Limit Reduction Request - Peter Trout, on behalf of Loon Lake property owners, requested the Town of Franklin lower the speed limit in that area on town roads. The Town Board and Highway Superintendent will consider the request.
B. 2023 Fuel Bids - One bid was received by the Town Clerk.
RESOLUTION #32 ACCEPT FUEL BID FROM MX FUEL
On a motion by Supervisor Brown second by Council Member Demong, BE IT RESOLVED that the Town of Franklin Town Board does hereby accept the bids from MX Fuels for State Bid pricing for Propane, Gasoline, Diesel and Heating Oil.

C. Change Name of Negro Brook - The Town of Franklin has been approached by Paul Smiths College to support their submission to US Board of Geographic Names requesting the name of Negro Brook be officially changed to Thomas Brook.

D. Merrillsville Roof - Council Member Demong has obtained a quote from Joseph Arnold to replace the shingled roof on the Merrillsville Town Hall with a metal roof.
RESOLUTION #33 AUTHORIZE REPLACEMENT ROOF ON MERRILLSVILLE TOWN HALL
On a motion by Supervisor Brown, second by Council Member Jarvis, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve of the expenditure of $11,230 to replace the roof of the Merrillsville Town Hall.

RESOLUTION #34 SET DATE FOR FY2023 BUDGET AND FIRE PROTECTION PUBLIC HEARING
On a motion by Council Member Demong, second by Council Member Jarvis, BE IT RESOLVED that the Town of Franklin Town Board does hereby set the date of November 9, 2022 at 5:30pm for the Public Hearing on the 2023 Preliminary budget and Fire Protection budget.

COMMITTEE REPORTS
A. Recreation - Supervisor Brown will sign and send a letter drafted by the committee to DEC regarding the Unit Management Plan.
B. Newsletter - Council Member Huston reported the next newsletter will be mailed in January.
