    Regular Monthly Town Board Meeting
    June 10, 2015
    5:30pm

    Board members present:

    Supervisor Art Willman, Councilman Al Berg, Councilman Don Hamm, Councilman Tom Bartiss and Councilman Cliff Smalley

    Others Present:

    Cynthia Martino-Resident, Aaron Caiazza-Resident, Doris Hamm-Resident, Jon MacDowell-Veteran's Committee, Ed Martin-Veteran's Committee, Jacque DeMars-Highway Superintendent and Lauren LeFebvre-Town Clerk

    CALL TO ORDER

    Supervisor Willman called the meeting to order at 5:30pm.
    The Pledge of Allegiance was recited and the Town Clerk called the roll, noting the full board was present.

    PUBLIC COMMENT

    None.

    REVIEW/APPROVAL OF February 11, 2015 MINUTES

    Minutes of May 13 and June 2, 2015 were approved as presented. (C.Samlley-T.Bartiss m/s/p) all aye

    Questions re: Supervisor's Report- Melinda Hadley, Town Historian, asked what the Historian Fund can be used for. Supervisor Willman will check with the bookkeeper to see what type of account the Historian Fund is.

    HIGHWAY SUPERINTENDENT'S REPORT

    Superintendent DeMars read the following report:

    Ongoing prep work for paving on Fletcher Farm Rd. and Alder Brook Rd.
    Cut trees after recent high winds.
    Cleaned ditch areas on several roads.
    Raked some dirt roads.
    Helped Black Brook with paving.
    Cold Brook Rd. - had to cut out and fill with crusher run where sinking.
    Repaired road edges, due to severe rain storms, on many roads.
    Gas, fuel and maintenance logs given to Highway Committee
    Superintendent DeMars provided the board with copies of the NYS Contract prices for paving and a quote from NJ Brunell & Sons located in Plattsburgh. The figures were not discussed.

    NEW BUSINESS

    A. Award Pole Barn Project - Award will be delayed until the July board meeting.

    No Bids were received for the Pole Barn. Pole Barn Spec's have been revised for a 40'x60' structure. The board did not open the one bid for the Oil/Water Separator.

    B. Select Materials Vendor(s) - Selection will be made at a future board meeting.

    C. Electricity Provider - The Town has switched from American Power & Gas back to National Grid as APG's prices continue to rise.

    D. Dry Hydrants - Co. Berg has discussed the Town's dry hydrants with BVFD's John Houghton. Some are in need of repair. Co. Berg will discuss the cost of repairs with Mr. Houghton. First Niagara-The board approved Supervisor Willman to sign a finance agreement with First Niagara Bank.

    RESOLUTION #20

    On a motion made by Councilman Hamm, second by Councilman Berg, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve Supervisor Willman signing and submitting the following Finance Agreement with First Niagara Bank (dates and signature on original document):

    OLD BUSINESS

    A. CDBG/HUD Update - projects are in the works, no new update at this time.

    B. Sign - The purchase of a new Town of Franklin sign with an LED display was discussed. The Town Clerk will gather specific information for the board to make at decision at the July meeting. Cynthia Martino and Aaron Caiazza expressed concern that an LED display may not be in keeping with the Town's tone. The Town Clerk stated the signs being considered are understated and use only one color. Further, many town and community related events cannot be posted on the current sign due to limited letter space.

    C. Oil/Water Separator - Supervisor Willman has spoken to KL Plumbing and Contracting about the bids the Town received for the installation of an Oil/Water Separator at the Highway Garage. The company reaffirmed the board's conclusion that the bids received are incomplete and do not meet regulations.

    COMMITTEE REPORTS

    Cemetery - Co. Smalley will request a load of gravel from the Highway Department

    Veteran - Jon MacDowell has ordered flags for the monument.

    Celebration - Volunteers needed for Founder's Day and Pumpkin Heaves. Next meetings June 23 and July 7, 6pm.

    Building- no report

    Other

    Discussion was held regarding the purchase of a paver. Co. Hamm will meet with Superintendent DeMars to discuss this further.

    ADJOURNMENT

    There being no further business before the board, Supervisor Willman adjourned the meeting at 6:35pm.
