OPEN REGULAR MEETING AFTER ORGANIZATIONAL MEETING

BOARD MEMBERS PRESENT:

CALL TO ORDER

Supervisor Brown called the meeting to order at 5:45pm. The Pledge of Allegiance was recited, the Town Cleck called the roll noting a quorum present.

REVIEW/APPROVAL OF DECEMBER 11,18, 31, 2019 MINUTES

The board approved the minutes as presented. The Town Clerk informed the newly elected Supervisor and Councilmen the Town Clerk's role regarding board meetings vs. an appointed position of Clerk to the Board. Councilman Hamm suggested the board use a voice recorder at meetings for details not required to be in the minutes.

RESOLUTION #3 RECORDING OF BOARD MEETINGS

On a motion by Councilman Hamm, seconded by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board will use a voice recording device at meetings of the board's choosing. The public will be informed when the meeting is being recorded.

HIGHWAY SUPERINTENDENT'S REPORT

Superintendent DeMars submitted the following written report:

  • Plow and sanded when needed
  • The Town loader was sent to Nortrax for assessment of damage caused by the garage fire.
  • The Ford 550 was sent to High Peaks ford for issues resulting from the garage fire but we have it back now. Keys)
  • Assemblyman Jones helped us obtain some equipment from N.Y.S D.O.T. I recently met with representatives from N.Y.S and signed an agreement for 3 tandems, 1 loader and 1 service truck. Subsequently we will owe the state in the form of shared services, sand and gravel hauling. The dollar value was set at $9,517.00.
  • Insurance and equipment representatives met today at the garage. Truck 8 was loaded on a trailer and taken away
  • PESH end of year reports have been finalized.

Verbally, Superintendent DeMars reported that he has received a complaint from a resident about the back-up alarm or the borrowed loader. He has spoken to the maker of the loader and was provided with info to turn the alarm to face forward, disconnecting it or muffling it. As it is not our loader, Superintendent DeMars did not feel it is appropriate to alter it. He will explain the situation to the resident as well as provide information regarding the upcoming purchase of a new loader.

NEW BUSINESS

A. Public Adjuster -The board discussed hiring a Public Adjuster and/or Project Manager. Supervisor Brown suggested waiting to make decisions on this topic until after she and Superintendent DeMars meet with the Town's insurance agent, Frank Shambo, on January 9, 2020.

B. Purchase Loader

RESOLUTION #7 APPROVAL OF HIGHWAY FUNDS TO PURCHASE LOADER

On a motion from Councilman Bartiss, second by Councilman Demong, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the Highway Superintendent to purchase a new loader for an amount of up to $189,446.09

C. Special Meeting - The board discussed having a special meeting to decide on next steps with regard to rebuilding the Highway Garage. Councilman Hamm suggested that the Town contact contractors to get a total project cost and request our project be included in their schedule for the 2020 building season. He also suggested contacting Geomatics to have the garage property surveyed and having them create a plot plan for the new highway garage. Supervisor Brown stated she would prefer to have the meeting with Frank Shambo, Eastern Insurance, before making a decision about holding a special meeting.

OLD BUSINESS - none

COMMITTEE REPORTS

As stated in the organizational meeting, Supervisor Brown has dissolved all committees including Highway Committee, Buildings & Grounds Committee, Recreation Committee and Celebration Committee.

ADJOURNMENT

There being no further business to discuss, Supervisor Brown adjourned the meeting at 7:15pm.
