1. CALL TO ORDER

Supervisor Arthur P. Willman, Jr. called the meeting to order at 9:00 am. The Pledge of Allegiance was recited, the Town Clerk called the roll and introduced guests and declared the full board was present.

2. PUBLIC COMMENTS AND QUESTIONS: - None

3. NEW BUSINESS

A. EXTENDED OFFICERS ERRORS & OMISSIONS POLICY. Supv. Willman stated the purpose of the special board meeting was to determine whether to purchase extended officers errors and omissions insurance coverage for 2011 in sum of $3,913. The statute of limitations on 2011 claims runs 90 days from the discovery of a claim. The proposed extender policy would shield the Town for 5 years from date of discovery of a claim. Following some discussion, the Board agreed to purchase the additional coverage. Motion (C.Smalley-A.Berg m/s/p) ALL AYE

RESOLUTION NO.11: ACCEPT EXTENDED 2011 OFFICERS ERRORS & OMISSIONS COVERAGE WHEREAS, the Glatfelter Insurance Company has offered the Town a 5-year extended insurance coverage policy on the Officers Errors & Omissions Policy to the extent the reporting period of a claim is extended to 5 years; NOW, THEREFORE, BE IT RESOLVED, the Town Board accepts the extended insurance coverage.

B. USED ROLLER FOR HIGHWAY DEPT. Supv. Willman reported that Highway Supt. DeMars and the Mechanic were in Albany to inspect a used medium-sized roller. Coun. Hamm stated that it is a 2006 medium roller with 2,000 hours on it with an asking price of $49,999, which is within an acceptable price range. He continued that new paving should be rolled and after raking a dirt road, it should also be rolled. Currently the Highway Dept. borrows the County’s roller, and depending on availability, must reschedule road work. These used rollers are very scarce, and Coun. Hamm recommended taking action on this. Supv. Willman indicated an RFP should be published. Motion (D.Hamm-C.Smalley m/s/p) ALL AYE

RESOLUTION NO. 12: PUBLISH RFP FOR USED MEDIUM SIZED ROLLER WHEREAS, the Highway Dept. has need of a medium sized roller; and WHEREAS, it has been determined that a used roller would be of benefit; NOW, THEREFORE, BE IT RESOLVED, a request for price will be published for a gently used medium sized roller.

C. NY CLASS. The Town currently maintains its funds in NY CLASS, a safe investment cooperative comprised of New York municipalities; however, for the past year, it has paid virtually no interest. Investment of taxpayer funds is stringently regulated by the State of New York. Supv. Willman proposed closing the CLASS accounts and transferring all funds to savings accounts at Community Bank where the Town would garner at least $100 per year more in interest. Coun. Hamm stated it was not a good idea to “put all our eggs in one basket”, Coun. Smalley noted a few hundred dollars in interest was not enough to warrant the switch, and Coun. Merrill commented that CLASS, although it does not pay enough interest, is very, very safe. Following further discussion, the Board determined it would not transfer funds out of CLASS for a miniscule amount of interest. The matter will be revisited at year end.

4. OLD BUSINESS.

A. BACKUP GENERATOR. Coun. Hamm distributed a copy of specifications and photos of a Kohler 14KW backup generator with automatic transfer switch. Supv. Willman had specifications for a Generak. Coun. Merrill asked if the NY Power Authority grant funds can be used for this purchase, and Supv. Willman replied it was his intention that they be used to purchase same. Motion to publish RFP for back up generator (B.Merrill-A.Berg m/s/p) ALL AYE

RESOLUTION NO.13: PUBLISH RFP FOR BACKUP GENERATOR WHEREAS, the Town has been designated an emergency shelter; and WHEREAS, power outages in the area occur on a regular basis; NOW, THEREFORE, BE IT RESOLVED, a request for price will be published for a 14 KW emergency backup generator with an automatic transfer switch, materials and labor to be bid separately.

B. TOWN HALL RESTROOMS. The new toilets have been purchased for approximately $300, and have been installed.

C. TOWN HALL AND GARAGE LIGHTING REPLACEMENT. The lighting fixtures at the Town Hall do not require replacement, only the ballasts and bulbs. Coun. Hamm reported that the available light at the Garage will be increased by 91%. Supv. Willman stated that the cost of materials for both will be $2,400.
