CALL TO ORDER
Supervisor Brown called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the role noting the full board was present.
PUBLIC COMMENT
Paul Capone informed the board meeting documents should be posted on the website and requested the board to have an Assessment Re-Evaluation conducted.
Leg. Lindy Ellis informed the board of the progress Franklin County is making regarding broadband mapping accuracy. Leg. Ellis and Council Member Rachelle Waters have been working closely with Franklin County to submit challenges to the coverage mapping by broadband providers by the cut-off date of Jan 13, 2023.

HIGHWAY SUPERINTENDENT'S REPORT - Superintendent DeMars presented the following report:
- Plowed and sanded when needed
- Picked up skid-steer
- Added shoulders on Norman Ridge Rd
- Rearranged equipment at Merrillsville to get the kitchen trailer in
- Had men out several times to deal with down trees due to high winds
- On going beaver activity around town
- We are in the process of applying to BRIDGENY regarding the replacement of some large culverts within our town.
- Due to the short amount of time before the paperwork is needed, I am requesting a resolution allowing me to pursue said grant.
- Fuel and gas sheets were given to the Town Clerk
RESOLUTION #40 AUTHORIZING SUPERINTENDENT TO SUBMIT GRANT APPLICATION TO BRIDGENY
On a motion by Supervisor Brown, second by Council Member Jarvis, BE IT RESOLVED that the Town of Franklin Town Board authorizes Highway Superintendent DeMars to submit an application for grant funds through BRIDGENY and further authorizes Superintendent DeMars to sign all documents regarding this process.

NEW BUSINESS
A. Audit of Justice Records
RESOLUTION #41 ACCEPT JUSTICE COURT ACCOUNTING
On a motion made by Councilman Jarvis, second by Councilman Demong,
WHEREAS, Town Justice Roger Symonds, in compliance with NYS Comptroller guidelines, requested an audit of his accounts; and
WHEREAS, Town Supervisor Dorothy Brown inspected said records on December 7, 2022 bank statements and accounts, inclusive, and found them to be in good order; NOW, THEREFORE,
BE IT RESOLVED, that the Town of Franklin Town Board hereby accepts and approves of the accounting records maintained by Town Justice Roger Symonds.

OLD BUSINESS
A. Energy - Co. Jarvis reported the LED streetlight conversion is nearly completed. Work on energy funding and efficiency continues with Nancy Bernstein—ANKA and Energy Volunteer Rich Brandt. He also reported new NYS and US Federal energy funding programs begin in 2023.
COMMITTEE REPORTS
A. Newsletter - Co. Huston reported the newsletter has gone to the printer. It will be mailed before the end of December.
B. Broadband - Co. Demong and Supervisor Brown are continuing to work with Adirondack Tech to install cable lines from Onchiota to Loon Lake. Co. Waters and Leg. Ellis will proceed with challenging the current coverage mapping.
C. Recreation - Co. Jarvis reported he has checked on the trails at Kate Mt. Park and removed downed trees from the blocking the paths.

There being no further business to discuss, Supervisor Brown adjourned the meeting at 7:02pm.
