Supervisor Art Willman, Councilman Al Berg, Councilman Cliff Smalley, Councilman Tom Bartiss and, Councilman Don Hamm

CALL TO ORDER

Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting the full board was present.

HIGHWAY REPORT

Superintendent DeMars presented the following report:

  • Request that the $1500 in A5010.11 be transferred DA5142.1
  • Plow and sanded when needed.
  • Plowed Town Hall several times as requested by Town Supervisor.
  • Took more equipment for storage at Merrillsville.
  • Cleaned up trees out of right of way after heavy snow & or wind.
  • *Reminder- CHIPS check should be deposited on the 15th.
  • County picked up their dozer.
  • Gas, fuel and maintenance logs given to Highway Committee.

B. Highway Committee Report: Discussion of the 284 Agreement to begin soon.

CODE ENFORCEMENT OFFICER REPORT

Rob Drosdowich reported: 6 Building Permits issued, 2 Certificates of Occupancy and 6 Inspections

NEW BUSINESS

A. Fuel Bids

The Town Clerk reported one bid was received. Supervisor Willman opened the sealed bid from HomEnergy.

Resolution #45 Accepting the Bid from HomEnergy

On a motion by Councilman Smalley, second by Councilman Al Berg, Be It Resolved that the Town of Franklin Town Board does hereby accept the bid from HomEnergy for the New York State Contract pricing to supply the Town's fuel needs for the year 2015.

B. Refrigeration for Kitchen

Supervisor Willman requested approval to purchase a 49 cu. ft., double door, stainless steel refrigerator for the kitchen, replacing the two traditional refrigerator/freezers currently in use.

Resolution #46 Approving the Purchase a New Refrigerator

On a motion by Councilman Berg, second by Councilman Smally, Be it Resolved that the Town of Franklin Town Board does hereby approve the purchase of a new 49 cu. ft., double door, stainless steel refrigerator in the amount of $3034.00 through budget line A1620.4 Buildings.

C. Sam's Club Credit Account

Supervisor Willman requested approval to apply for a Sam's Club credit account for the Town. This would be a cost savings to the town as a tax exempt entity. The Town Supervisor and Town Clerk will be named on the account.

Resolution #47 Approval to Apply for a Sam's Club Credit Account

On a motion by Councilman Berg, second by Councilman Smalley, Be It Resolved that the Town Board of the Town of Franklin does hereby approve Supervisor Willman to apply for a Sam's Club Credit Account naming the Supervisor and Town Clerk as authorized users.

D. Restaurant Equippers Credit Application

Supervisor Willman requested approval to apply for a Restaurant Equippers credit account for the Town. This would be a cost savings to the town as a tax exempt entity.

Resolution #48 Approval to Apply for a Restaurant Equippers Credit Account

On a motion by Councilman Berg, second by Councilman Smalley, Be It Resolved that the Town Board of the Town of Franklin does hereby approve Supervisor Willman to apply for a Restaurant Equippers Credit Account.

E. Tents

Supervisor Willman requested approval to purchase for the Town. This would be a cost savings to the town as the town would not have to rent tents for town sponsored outdoor events.

Resolution #49 Approval for the Purchase of Tent Canopies

On a motion by Councilman Berg, second by Councilman Smalley, Be It Resolved that the Town of Franklin Town Board does hereby approve the purchase of one 30'x18' tent canopy with walls and one 20'x18 tent canopy without walls from Northern Tool.

F. Solar Power Purchase Agreement

Supervisor Willman informed the board that he attended a Solar Power Seminar at Paul Smith's College. The board would like to learn more about the possible benefits to the Town to enter into a Solar Power Purchase Agreement. Supervisor Willman will invite someone to present this information to the board at a future meeting.

G. Septic System/Food Pantry

Supervisor Willman stated the Town will not be clearing the snow cover over the septic tank in order for Food Pantry personnel to drive around the Town Hall building as this has lead to the system freezing, which was an undue expense to the Town. Supervisor Willman will ensure the back parking area (behind the Town Hall) is cleared so vehicles has ample space to turn around.

H. Remembering Frank Karl

Supervisor Willman presented the following resolution for approval.

Resolution #50 In Remembrance of Supervisor Francis Karl

WHEREAS, the passing of Frank Karl is greatly mourned in the Town of Franklin; and

WHEREAS, the contributions made by Frank Karl in and to the Town of Franklin are numerous and are worthy of memory; and

WHEREAS, Frank Karl served with distinction as Town Supervisor of the Town of Franklin from January 1, 1996 to December 31, 1999; and

WHEREAS, the work Mr. Karl accomplished for veterans of the area in traveling and campaigning in their behalf and obtaining a local clinic for veterans; and

WHEREAS, Frank Karl's contribution to the idea of recycling in the Town of Franklin and in behalf of the Franklin County Solid Waste Authority;

NOW, THEREFORE, BE IT RESOLVED, the Town Board of the Town of Franklin on behalf of all its residents, mourns the loss of Frank Karl and remembers his generosity of spirit and civic accomplishments.

I. Building Committee

Supervisor Willman appointed Councilman Hamm, Councilman Bartiss, Councilman Berg, Councilman Smalley, Jon MacDowell, Ed Martin, Autumn LeFebvre, Lauren LeFebvre, Rob Drosdowich and Mary Ellen Keith to a Building Committee. Scope and purpose will be delineated at a later date.

OLD BUSINESS

A. CDBG/Friends of the North Country - Postcards for a new application have been mailed out. Current projects are progressing.

B. Lasagna Dinner - Supervisor Willman reported 82 dinners were served. Approximately $600 was raised toward building a community building at Kate Mt. Park.

COMMITTEE REPORTS.

A. Cemetery - Councilman Smalley was pleased to see the parking area at Union Cemetery on Route 3 is being plowed.

B. Veteran's - Councilman Berg reported the memorial on Kate Mt. Park is on hold until the spring.

C. Celebration - Lauren LeFebvre reported Santa will be at the Town Hall with presents for all children on December 20 1:30-3. There will an Easter Egg hunt in 2015. No date has been set.

D. Skating - Councilman Smalley reported the he is working with the Saranac Lake Civic Center to finalize Town of Franklin sponsored free skating times and what the Town's financial contribution will be.
