CALL TO ORDER
Supervisor Brown called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum present.
PUBLIC COMMENT
BVFD Contract—Kevin Woodruff provided figures for the upcoming contract negotiation for the next three fiscal years. The budget officer will include the figures presented in FY 2022 Supervisor's Tentative Budget for board discussion. BVFD is requesting a total increase of $11,000 over the next three years.
Ezra Schwartzburg—Dr. Schwartzburg, Adirondack Research Director, explained that he has been working for with Councilman Dick Jarvis to create informational maps which will be installed in kiosks at Kate Mountain Park and one additional location.
RESOLUTION #24 APPROVE CONTRACT WITH ADIRONDACK RESEARCH
On a motion by Supervisor Brown, second by Councilman Jarvis, BE IT RESOLVED, the Town of Franklin Town Board does hereby approve of Supervisor Brown to sign a contract with Adirondack Research for the completion of Phases 1-3 research, development and printing of informational maps in the amount of $4,165.

HIGHWAY SUPERINTENDENT'S REPORT - Superintendent DeMars read and submitted the following written report:
- More prep work on Fletcher Farm Rd
- Paved section of Fletcher Farm (working on getting shoulder machine) with the assistance of: Town of Duane, Town of Tupper Lake, Village of Tupper Lake, Town of Brighton, Town of St. Armand
- Paved section of Mensink Road (working on getting shoulder machine)with the assistance of: Town of Duane, Town of Tupper Lake, Village of Tupper Lake, Town of Brighton, Town of St. Armand, Village of Saranac Lake, Town of Saranac, and Town of Plattsburgh.
- Sale of scrap metal, received a check for $1,485.80
- Cut some leaning trees around town
- Borrowed hot box and a roller
- Ongoing beaver problems
- Gas & Fuel sheets given to Town Clerk
RESOLUTION #25 DECLARATION OF SURPLUS EQUIPMENT
On a motion by Councilman Hamm. Second by Councilman Bartiss, BE IT RESOLVED, the Town of Franklin Town Board does hereby declare the 2012 Ford F550 to be surplus and authorizes the Superintendent DeMars to sell it via the method of his choosing.

RESOLUTION#26 AUTHORIZING PURCHASE OF NEW RAM 5500 w/PLOW
On a motion by Councilman Hamm, second by Councilman Bartiss, BE IT RESOLVED the Franklin Town Board does hereby approve the purchase of a new RAM 5500 with plow from Durocher Auto Sales in Plattsburgh, NY in the amount of $85,320.00

NEW BUSINESS
A. CDBG - The following resolution was adopted as #27. Immediately following the August Board meeting Friends of the North County notified the Town Clerk applicant FR-19-09 has withdrawn their application for assistance.
B. Fuel Tanks and FY2022 Fuel Bid Openings-- The Town Clerk informed the board no sealed bids were received before the deadline of August 10, however, she did receive an email quote from -Homenergy-MX Fuels immediately before start of this meeting.
Propane pricing - $1.6793 (1/2 a penny off OGS state pricing
Gasoline - $2.5542 (OGS state pricing)
On Road diesel - $2.4416 (1/2 a penny off OGS state pricing)
Heating oil - $2.2372 (1/2 a penny off OGS state pricing)
Installation of 3 – 1000 underground propane tanks $12,195 This covers the cost of the tanks. Customer is responsible for the cost of the excavation. Homenergy will cover the cost of the labor and miscellaneous lines and parts for the installation including the gas check.
This does not include any applicable taxes.
RESOLUTION #28 APPROVAL OF HOMENERGY INSTALLATION OF 3 UNDERGROUND FUEL TANKS
On a motion by Councilman Hamm, second by Councilman Jarvis, BE IT RESOLVED the Franklin Town Board does hereby approve of the quoted price from Homenergy of $12,195 for installation, burial and testing of three 1000 gallon fuel tanks at the Highway Garage.

Because the quote was not received as a sealed bid as required, the Town Clerk requested time to contact Homenergy, as well as other local providers, regarding 2022 pricing and billing process before the board makes a decision on a fuel provider.
OLD BUSINESS
A. Insurance Update- Supervisor Brown reported the garage is complete. The latest payment from the insurance company was $169,109.64

E. Assemblyman Jones' Funding-No update
F. Bigelow Road-The Highway Department will order and post "No Dumping" signs for this road.
COMMITTEE REPORTS
A. Recreation
- Kathy Drake and her staff have continued well attended weekday camp activities, along with lunches provided by SLCSD.
KATE MT PARK-Brian Hinckley, Leo and Dick completed pruning tree branches and shrubs along the short and long loop trails.
-Brian mowed fields and cut down dead birch tree.
FRANKLIN OUTDOOR RECREATION AND POINTS OF INTEREST MAP PROJECT
-Ezra Schwartzberg will present proposal for contract at meeting, copy of which will be in board member’s packet. Seeking authorization to finalize contract and to apply to Franklin County Destination Development and Marketing Program matching grant to help fund this project.
B. Cemetery: Brian Hinckley continues to mow the cemeteries as needed.
