The Town of Franklin held a duly publicized Public Hearing on the 2005 Tentative Budget on Wednesday, November 3, 2004 at 7pm at the Franklin Town Hall in Vermontville, NY.

CALL TO ORDER
The meeting was called to order at 7:00 pm, the Pledge of Allegiance was recited and the roll was called.
REVIEW OF PUBLIC HEARING PROCEDURE
Town Clerk Oliver reviewed the procedures adopted by the Town Board for public hearings, i.e, the Budget Officer Meagher would review 2005 Tentative Budget, and public comments would be heard, each comment to be 5 minutes in length.
REVIEW OF 2005 TENTATIVE BUDGET
Budget Officer Richard Meagher reviewed the 2005 Tentative Budget line by line. He pointed out the reason for the 1.6% decrease in the tax rate was a result of a State-mandated deferral of a $10,000 payment, funds for which the Town Board voted to "roll over" to February 2005. He commented that since he had been appointed Budget Officer he and the Town Board had worked to keep the tax rate low and had saved tax dollars by use of contingency fund. He remarked that the Town is "fine."
COMMENTS
1. John Martino inquired why, if the Town Board were disappointed in the Highway Superintendent's performance, could it not simply decrease his salary by $10,000. Attorney Murphy answered that such an action would require a mandatory referendum.
2. Rusty Ryan commented the Town Board had done a good job.
General discussion ensued concerning the 2005 Tentative Budget by all present. Budget Officer Richard Meagher then left the meeting.
ADJOURMENT
As no further comments were forthcoming, the Public Hearing was adjourned at 8:05 p.m,
