Regular Monthly Town Board Meeting March 19, 2014

CALL TO ORDER.

Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited. The Town Clerk called the roll noting Councilman Berg was absent but a quorum was present.

PUBLIC COMMENT

Ed Martin submitted the letter to the board and requested it be included in the minutes in its entirety. The Town Clerk agreed to include it. The letter will appear at the end of these minutes.

BUDGET AMENDMENTS None

APPROVAL OF FEBRUARY 12, 19 MINUTES

Ed Martin stated his name did not appear as in attendance in the 2/12/14 minutes but he did attend that meeting. The Town Clerk will correct the draft 2/12/14 to reflect this. The minutes of February 12 and 19 were approved as corrected/presented. (C.Smalley-D.Hamm m/s/p) All aye

HIGHWAY REPORT

Superintendent DeMars presented the following written report:

Plowed and sanded when needed.
Cut shoulders where needed.
Had men out with the loader pushing banks back at intersections and making loop holes for runoff.
Took slusher back to Franklin County that they lent us.
Flagged more frost heaves.
Went to Advocacy day in Albany.
Sent 2 men and backhole to Town Hall to uncover septic tank for Rotor Rooter service.
Sent one man and loader to Town Hall to remove snow off septic tank for Food Panty per Supervisor Willman's request.
Cleaned Town Hall upon request of Supervisor Willman 2/22/'14 to 3/16/'14.
Plowed, shoveled and sanded Town Hall upon request of Supervisor Willman 2/22/'14 to 3/16/'14.
Fuel, gas and maintenace sheets given to the Highway Committe.

Superintendent DeMars requested Supervisor Willman to inquire with the bookkeeper to ensure the increase in CHIPS funding was accurately reflected in the 2014 Town of Franklin Budget.

Highway Committee

RESOLUTION #12 Authorizing Town Clerk to Solicit Bids for Oil/Water Separator On a motion by Councilman Smalley, second by Councilman Hamm, BE IT RESOLVED the Town Clerk is authorized to solicit bids for an oil/water separator for the highway garage.

Highway Questions or Comments None

NEW BUSINESS

Health Department-Supervisor Willman stated the Town of Franklin now has a permit from the NYS Department of Health to be a certified food preparation facility. A few minor changes do need to be made; one being a 3-bay sink in the kitchen. Supervisor Willman noted he has spoken with Friends of the North Country regarding funds leftover (approximately $3,900) from a previous Town HUD grant, over 10 years ago. FONC informed Supervisor Willman that grant has long since closed out and allocation was now up to the town's discretion. Supervisor Willman requested approval to use the funds for a 3-bay sink.

RESOLUTION #13 Authorizing Supervisor Willman to Use Remaining HUD Funds for the Purchase/Installation of 3-Bay Sink: On a motion by Councilman Hamm, second by Councilman Smalley, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the purchase/installation of a 3-bay sink using the remaining funds (approximately $3,900) in the Town of Franklin HUD account.

Discussion of Board Meeting Time Tabled until Councilman Berg is present.

Solicit Bids for Road Sand Superintendent DeMars stated it would be advantageous both fiscally and time wise if the Town of Franklin solicited bids for road sand now.

OLD BUSINESS

Broadband/Newsletter Supervisor Willman reported the Town has had a good return rate for the broadband surveys from both the newsletter and online. On March 24 and 26 volunteers will be calling residents who have not returned theirs yet.

COMMITTEE REPORTS

Audit Supervisor Willman stated the committee has audited the Tax Collector's January financial records and found no discrepancies. The committee will audit February and March collection records in April.

Celebration Supervisor Willman announced Lauren LeFebvre is seeking volunteers for the following events: Easter Egg Hunt (April 12), Founder’s Day (July 26), Haunted House (October 31) and Christmas Party (December 20)
