1. CALL TO ORDER

Supervisor Arthur P. Willman, Jr. called the meeting to order at 7:00 pm. The Pledge of Allegiance was recited, the Town Clerk called the roll and introduced guests and declared a quorum was present.

2. PURPOSE OF SPECIAL MEETING: Supervisor Willman stated the purpose of the special meeting was to award bids for the low-profile trailer, repair of Merrillsville Garage and replacement of Merrillsville Town Hall roof.

A. LOW-PROFILE TRAILER. The low-profile trailer will be used to haul the pavement roller, and the trailer will be hitched to the small dump truck. Supv. Willman reported that Highway Supt. DeMars' choice for purchase was the Kaufman TD Deluxe Pintel for $8,190 plus $700 delivery. Coun. Merrill opined that as Versatile was a local dealership, the Versatile CAM would be the more desirable purchase. Coun. Hamm stated based on his experience, the Kaufman TD Deluxe Pintel for $8,190 was the best deal for the Town. Kaufman has a good reputation, and he had no knowledge of Versatile's offering. A low-profile trailer, he continued, should be purchased new, used for 6 or so years, and when problems develop, it should be sold and a new one purchased. Wear and tear on trailers is derived from the same source - sand and salt - although probably the trailer would not be used in winter. The Kaufman is primed everywhere and premium paint is used. Coun. Merrill indicated he had done some research on-line and discovered many complaints from Kaufman's customers that warranty repairs were not addressed. Coun. Hamm replied that Kaufman has been building trailers for 26 years and enjoys a good reputation. Coun. Hamm also noted he had a question as to the wood framing on the ramp, and Supv. Willman indicated he would speak with Kaufman Trailers before awarding the bid.

RESOLUTION NO. 41: PROVISIONALLY AWARD BID FOR LOW-PROFILE TRAILER TO KAUFMAN TRAILERS, LEXINGTON, NORTH CAROLINA WHEREAS, a trailer is required to transport the recently purchased pavement roller; and WHEREAS, request for bid was published and bids received and opened at the June 13, 2012 monthly Town Board meeting; and WHEREAS, each Board member was provided with copies of all bids received; NOW, THEREFORE, BE IT RESOLVED, the bid for the low-profile trailer is hereby provisionally awarded to Kaufman Trailers, 7-2 North Silver Street, Lexington, North Carolina for the TD Deluxe Pintel Trailer with 25 ft deck length for $8,190, plus $700 delivery; and BE IT FURTHER RESOLVED, the Supervisor is authorized to complete the Kaufman Purchase Order Terms Application and execute same providing the questions concerning trailer construction are satisfactorily answered.

B. MERRILLSVILLE GARAGE REPAIR - LABOR ONLY Supv. Willman stated that Doug Snickles' bid was the lowest and the Town had worked with him on other projects and found it to be satisfactory. Coun. Hamm reported that as Doug and his partner were now incorporated, the reason for his low bid was that he would be doing the work himself, without having to rely on employees who were paid "prevailing wage." The roof could be reshingled or replaced by metal; consensus among the Board was that the color of the roof should be brown, to match the structure.

RESOLUTION NO. 42: AWARD BID FOR MERRILLSVILLE GARAGE REPAIR - LABOR ONLY TO DOUG SNICKLES, VERMONTVILLE WHEREAS, the Highway Department has need of additional, secure storage space for its numerous vehicles; and WHEREAS, requests for bids were published on a labor-only basis, and four bids were received, opened and read aloud at the June 13, 2012 regular board meeting; and WHEREAS, each board member has reviewed the bids; NOW, THEREFORE, BE IT RESOLVED, the bid for Merrillsville Garage repair is hereby awarded to Doug Snickles, Vermontville, for labor only, for $2,800.

C. MERRILLSVILLE TOWN HALL ROOF - LABOR ONLY

Supv. Willman stated that Doug Snickles' bid was the lowest. He advised that the Board could accept the bid, but that the actual work could not be done until 2013, as it would need to be budgeted. The bids received were as follows:

RESOLUTION NO. 43: AWARD BID FOR MERRILLSVILLE ROOF REPLACEMENT - LABOR ONLY - TO DOUG SNICKLES, VERMONTVILLE WHEREAS, the roof at the Merrillsville Town Hall requires replacement; and WHEREAS, bids on a labor-only basis were solicited through newspaper publication; and WHEREAS, four bids were received, opened and read aloud at the June 13, 2012 Board meeting; and WHEREAS, the Town Board cannot authorize actual work on the project until 2013; NOW, THEREFORE, BE IT RESOLVED, the bid for replacement of shingles at the Merrillsville Town Hall is hereby awarded to Doug Snickles, Vermontville for $2,100.

3. NEW BUSINESS

A. SCHEDULE PUBLIC HEARING - HUD GRANT APPLICATION. Friends of the North Country will submit a new application for a "HUD" grant at no cost to the Town. Supv. Willman suggested scheduling a public hearing at 6:00 PM on Wednesday, July 11, with the monthly Town Board meeting immediately following. Motion (A.Berg-B.Merrill m/s/p) ALL AYE.

RESOLUTION NO. 44: PUBLIC HEARING RE FRIENDS OF THE NORTH COUNTRY APPLICATION FOR GRANT U.S. Department of Housing and Urban Development Community Development Block Grant (CDGB) Program funds, administered by the New York State Office for Community Renewal (OCR) WHEREAS, the Town Board of the Town of Franklin intends to submit an application on or about August 17, 2012 for U.S. Department of Housing and Urban Development Community Development Block Grant (CDGB) Program funds, administered by the New York State Office for Community Renewal (OCR). In the Annual Competitive Round for Towns three funding activities are available; Housing or Public Facilities $400,000, Public Infrastructure (water/sewer only) $600,000; and WHEREAS, The Town is notifying the public to give residents the opportunity to attend the public hearing to identify and comment on the needs and priorities of the community and to consider the potential benefits and impacts of the proposed OCR program before the application is submitted. The public hearing will provide an overview of the OCR program and provide an opportunity for attendees to ask questions and comment; and WHEREAS, an application will be developed in accordance with the Town's Citizen Participation Process, as well as the Community Development and Anti-displacement Plans. Friends of the North Country, Inc. will prepare the application on behalf of the Town, and questions regarding the grant can be directed to the Town Supervisor, Art Willman, or to Friends of the North Country, Inc, at the address and phone number provided below; Written and verbal comments will be considered and, if appropriate, incorporated into the Community Development Plan and OCR program design; and WHEREAS, the Town's Community Development, Anti-Displacement and Citizen Participation Plans will be available for review at the Town Office, at the Public Hearings and at the offices of Friends of the North Country, Inc. Questions and comments or public requests for copies of documents identified in this notice can be arranged for by writing to: Scott Campbell, Executive Director, Friends of the North Country, Inc., P.O. Box 446, 1 Mill Street, Keeseville, NY 12944, phone 518-834-9606 or 888-355-3662 (toll free); NOW, THEREFORE, BE IT RESOLVED, the Public Hearing will be held on July 11, 2012 at the Town of Franklin Town Hall, Vermontville, NY, at 6:00 P.M., with the monthly Town Board meeting immediately following; the public hearing will provide an overview of the OCR program and an opportunity for public discussion and comments on overall community needs; and BE IT FURTHER RESOLVED, a second public hearing will be held after funding has been awarded.

B. VERMONTVILLE GARAGE SOFFIT-FASCIA AND INSULATION Supv. Willman indicated work on the north wall of the Vermontville Town Garage was necessary before winter. To that end, he requested a motion for a resolution authorizing the publication of an RFP for soffit, fascia and insulation replacement on the north side of the edifice. Motion (A.Berg-B.Merrill m/s/p) ALL AYE.

RESOLUTION NO. 45: PUBLISH RFP FOR REPAIR AND REPLACEMENT OF SOFFIT, FASCIA AND INSULATION ON NORTH SIDE OF TOWN GARAGE, VERMONTVILLE WHEREAS, the soffit, fascia and insulation on the north side of the Town Garage, 16 Town Barn Lane, Vermontville, is necessary before winter; NOW, THEREFORE, BE IT RESOLVED, the Clerk is authorized to publish a request for prices (RFP) for materials and labor in the Adirondack Daily Enterprise and Press Republican, with bids due at 6:00 PM on Wednesday, July 11, 2012.

Coun. Merrill asked if the Vermontville Garage repairs could be accomplished in a timely manner, whether there would be enough money remaining in the A1620.4 account for the Merrillsville Town Hall roof to be completed, and Supv. Willman indicated that there were not adequate funds remaining in the A1620.4 account for the Merrillsville Town Hall roof. However, he indicated it would be included in next year's budget.

4. ADJOURNMENT
