July 11, 2018 Monthly Town Board Meeting 5:30pm

BOARD MEMBERS PRESENT:

Supervisor Art Willman, Councilman Cliff Smalley, Councilman Tom Bartiss, Councilman Pete Woodcock and Councilman Don Hamm

OTHERS PRESENT:

Doris Hamm, Paul Blaine-Code Officer, Leo Law, Karen Smalley, Doris Hamm, Melinda Ellis, Jacques DeMars-Highway Superintendent and Lauren LeFebvre-Town Clerk

CALL TO ORDER:

Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum was present.

FRANKLIN COUNTY LEGISLATOR MELINDA ELLIS:

Leg. Ellis announced the Franklin County Youth Bureau will be allocating an additional $600 to the Town of Franklin Summer Youth Program this year. Supervisor Willman announced he has appointed Town Clerk, Lauren LeFebvre to the Franklin County Youth Board.

HIGHWAY SUPERINTENDENT'S REPORT

Highway Superintendent, Jacques DeMars, read the following:

  • Cut trees several times
  • Zipped a section a section of Kushiqua- Mud Pond road and patched afterward.
  • Zipped a section of Pine Grove Lane and patched afterward.
  • Assisted the Town of Duane with paving.
  • Assisted the Town of Saranac with paving.
  • Ongoing beaver activity around town.
  • Gas, fuel and maintenance logs given to Highway Committee .

RESOLUTION #29 APPROVAL OF EXPENDITURE TO PAVE LOOP ROAD, A SECTION OF PINE GROVE LANE AND A SECTION OF FRANKLIN FALLS ROAD - On a motion by Councilman Smalley, second by Councilman Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the expenditure of up to $65,219 for additional paving on Loop Road, Pine Grove Lane and Franklin Falls Road it is further resolved that the official 284 Agreement will be signed at the August board meeting.

CODE OFFICER'S MAY 2018 REPORT - 6 permits issued, 1 violation issued and 12 inspections were performed and $1159.60 fees collected.

NEW BUSINESS

A. Appraisal

RESOLUTION #30 APPROVAL TO ENGAGE THE SERVICES OF CHARLES FRANCIS RE: LOON GULF PROPERTIES - On a motion by Councilman Hamm, second by Councilman Smalley, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve of engaging the services of Charles Francis, Property Appraiser, in the regards to the Loon Gulf Assessment Litigation against the Town of Franklin.

B. NYS Department of Health - Supervisor Willman stated NYSDOH has informed the town that they will not issue a permit for the Summer Youth Program in 2019 if there is no UV Water Treatment System installed at Kate Mountain Park.

OLD BUSINESS

A. Solar Project Update All necessary contracts have been signed and submitted. Awaiting direction for next step for installation of the array.

B. Waterfront and Hamlet Revitalization Grant - A final draft booklet has been prepared with recommendations to the Towns of Schulyer Falls, Franklin, Black Brook and Saranac.

C. Community Building Update - Supervisor Willman met with representatives from Friends of Dewey to discuss how they went about funding and building the public facility at Mt. Piscah. Hiring seasonal labor was discussed. No decision was made.

COMMITTEE REPORTS

A. Cemetery- Councilman Smalley reported, with regard to 2019 mowing, Cemetery Custodian Tim Goff will inform the selected contractor when and which cemeteries need mowing.

B. Recreation- Youth Program 7/2-8/10.

C. Celebration- no report

D. Facilities- Councilman Smalley reported he will meet with parties, as one group, who have expressed interest in the RFP's for landscaping or cleaning to tour the facilities involved.

ADJOURNMENT

There being no further business to discuss, Supervisor Willman adjourned the meeting at 6:40pm.
