CALL TO ORDER:

upervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum was present.

HIGHWAY SUPERINTENDENT'S REPORT

Highway Superintendent, Jacques DeMars, read the following:

  • 1 man and bulldozer were requested by Franklin County 911 to assist at the wildfire at Altona. Chris Reed spent 3 days there making firebreaks as part of the operation.
  • Originally we were told that we may get reimbursed from FEMA but have yet to hear anything since.
  • We replaced culverts on Cold Brook Rd. as part of prepping for paving.
  • We assisted Town of Saranac with paving
  • We prepped woodchuck hill before paving, then the Town of Saranac sent the paving crew and 2 trucks, also 1 truck from the town of Brighton assisted us with the paving.
  • Prepped then paved section of Franklin Falls Hill as per verbal agreement at July’s Board Meeting. Town of Saranac sent paver, roller and crew to assist us with the paving.
  • Prepped then paved Loop Road as per verbal agreement at July’s Board Meeting. Town of Saranac had paving crew and 2 dump trucks.
  • Started prepping the section of Fletcher Farm rd. that will be paved in the near future.
  • Roadside mowing has begun.
  • Request a resolution allowing us to assist the Town of Saranac with our road zipper, pending the Town of Harrietstown Board approval of the same.
  • Ongoing beaver activity around town.
  • Gas, fuel and maintenance logs given to Highway Committee

RESOLUTION #31 284 AGREEMENT FOR THE EXPENDITURE OF HIGHWAY MONEYS FOR LOOP ROAD, A SECTION OF PINE GROVE LANE AND A SECTION OF FRANKLIN FALLS ROAD - On a motion by Councilman Smalley, second by Councilman Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the expenditure of up to $65,219 for permanent improvements to Loop Road (Old Route 3), Pine Grove Lane (1300 ft) and Franklin Falls Road (600 ft).

RESOLUTION #32 284 AGREEMENT FOR THE EXPENDITURE OF HIGHWAY MONEYS FOR PERMANENT IMPROVEMENTS TO ALDER BROOK ROAD - On a motion by Councilman Bartiss, second by Councilman Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve of the expenditure of up to $45,500 for permanent improvements to Alder Brook Road (approximately .35 mi.)

A. Asphalt Zipper-Superintendent DeMars explained that the Town of Saranac has been very accommodating in assisting the Town of Franklin to increase the number of paving projects our highway department has been able to complete. He has spoken to the Highway Superintendents for both Saranac and Harrietstown regarding the use of the Asphalt Zipper which is jointly owned by the Towns of Franklin and Harrietstown. Superintendent DeMars proposed that the Town of Franklin and the Town of Harrietstown agree to assist the Town of Saranac by allowing the use of the Asphalt Zipper for Saranac's 2018 paving projects. As per the purchase agreement between Franklin and Harrietstown, use for other municipalities is prohibited. Discussion was held regarding which highway department would operate the Asphalt Zipper. Superintendent DeMars responded that experienced Town of Franklin Highway Department Employees would operate the Zipper. The Town of Harrietstown Town Board also must agree to this arrangement in order for it to occur.

RESOLUTION #33 APPROVAL TO ENTER INTO AGREEMENT WITH THE TOWNS OF SARANAC AND HARRIETSTOWN RE: ROAD GRINDER - On a motion by Councilman Smalley, second by Councilman Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve of the use of the Asphalt Zipper, to be operated by experienced Town of Franklin Highway Department Employees, for 2018 paving projects in the Town of Saranac.

CODE OFFICER'S MAY 2018 REPORT - 5 permits issued, 0 violations issued and 6 inspections were performed and 1 Certificate of Occupancy was issued. Fees collected--$561.94

NEW BUSINESS

A. Street Signs/911 - Supervisor Willman stated there was a brush fire in Onchiota in late July. The fire was on Esker View Road which is located off Meenaga Mountain Road. Both roads are private roads and emergency responders had difficulty getting to the appropriate location due to the lack of road signage and 911 house numbers. Supervisor Willman stated neither the town nor the county provide road signs for private roads as it is the residents responsibility and 911 numbers are required for all residences, including seasonal.

OLD BUSINESS

A. Solar Project Update -Supervisor Willman informed the board that receipt of the first installment funds by the Town of Franklin has been delayed due to the fact that NYSERDA emailed a request for the town's insurance information to Franklin, NY in Delaware County. This has been rectified and progress on the installation of the solar array at Kate Mt. Park should begin within a few weeks.

B. Waterfront and Hamlet Revitalization Grant - No update.

C. Garage Electric - Supervisor Willman has received one quote and will be soliciting at least one more. He is having difficulty getting electricians to respond to his request for quotes.

D. Community Building Update- - Councilman Bartiss requested the architect be contacted as the cost estimate for the community building project was approximately $820,000 and the bids received were over $1,000,000.

Loon Gulf - he legal firm representing the Town has informed Supervisor Willman that Loon Gulf was too late in filing the appropriate paperwork to include 2013 assessments in the lawsuit.

COMMITTEE REPORTS

A. Facilities- Councilman Smalley reported he will meet with parties, as one group, who have expressed interest in the RFP's for landscaping or cleaning to tour the facilities involved.

B. Cemetery- no report

C. Celebration- no report

D. Recreation- Supervisor Willman reported the Town received $1950 toward the Youth Program from the Franklin County Youth Bureau. This is $600 more than last year. Supervisor Willman also read a card from summer resident, Lenard Wisse, thanking the Town for its commitment to the Summer Youth Program. He commended the program staff and urged the Town Board to continue funding the program as it is a valuable asset to children, parents and grandparents.

OTHER

The Town Clerk stated the 2018 Local Government Conference in Potsdam will be held October 9. If any official is interested in attending, she will handle the registration process.

There being no further business to discuss, Supervisor Willman adjourned the meeting at 6:20pm.
