MONTHLY TOWN BOARD MEETING
August 13, 2014 - 7:00 PM

1. CALL TO ORDER.

Supervisor Willman called the meeting to order at 7pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting the full board was present.

2. PUBLIC COMMENT

Bennett Martino-Bennett announced that he is working of a Boy Scout Merit Badge for Citizenship.

Karen Bisso-Ms. Bisso introduced herself as a candidate for the NYS Assembly. She stated she is attending as many town board meetings in this district as possible.

3. REVIEW/APPROVAL OF JULY 9 MINUTES

4. APPROVAL OF CLAIMS The board audited and approved payment of the following:

6. HIGHWAY REPORT

A. Superintendent's Report-Superintendent DeMars read the following report:

  • Franklin Falls Hill Rd. - To date all culverts slated to be replaced have been replaced. Drains have been installed. Buildup of the road has been done. Slight touchup may have to be done but basically that road is ready for paving.
  • Replaced culvert on Fletcher Farm Road with the assistance of Franklin County.
  • Mowing is continuing.
  • Raked McManus Rd.
  • Installed new relief culvert on Fletcher Farm Road.
  • Replaced several culverts on Alder Brook Rd. In addition to replacing culverts, ditching where needed has been done from Black Brook line to Rock Street intersection.
  • Updated OGS account (equipment wish list)
  • Biennial report for the U.S DOT numbers has been sent in.
  • Sent in paperwork for the new official plates.
  • Budget paperwork has been started and should be completed soon.
  • Just a reminder that the insurance check for Unit #3 should be transferred into DA5130.4
  • Fuel, gas and maintenance reports have been given to the Highway Committee.

B. Highway Committee Report-Superintendent DeMars presented the 284 Agreement for the Expenditure Moneys. The committee discussed the recommendation.

RESOLUTION #28 RESOLUTION TO APPROVE THE AGREEMENT FOR THE EXPENDITURE OF HIGHWAY MONEYS

On a motion by Councilman Hamm, second by Councilman Smalley, BE IT RESOLVED that the Town Board of the Town of Franklin does hereby approve the expenditure of up to $164,000 for paving 1.2 miles of town roads from the Clinton County/Black Brook Line to the intersection of Rock Street.

C. Questions and Comments- Supervisor Willman reported that Jean Baltzly requested he thank the Highway Department for their nice work following the heavy rain and flooding during the previous week.

7. NEW BUSINESS

A. Pole Barn Bids-The Town Clerk announced she had 12 requests for bid packets. Of those 12, one bid was submitted.

RESOLUTION #29 TO RE-BID POLE BARN PROJECT

On a motion by Councilman Hamm, second by Councilman Smalley, BE IT RESOLVED that the Town Board of the Town of Franklin authorizes the Town Clerk to re-bid the Pole Barn project using the same specifications as the previous bid and a sealed bid submission date of September 10, 2014.

ALL AYE.

B. Pole Barn Materials Quotes - The board was provided with the materials quotes from 4 vendors for the pole barn project.

C. Attorney for the Town - Supervisor Willman announced Jamie Martineau has informed the town that he will no longer serve as Attorney for the Town of Franklin as of September 1, 2014. Councilman Hamm has spoken to Lake Placid Attorney Janet Bliss. Ms. Bliss expressed interest in serving as attorney for the Town of Franklin. Supervisor Willman will follow-up.

D. Veterans Memorial - Councilman Berg is working with Jon MacDowell, who is donating a large rock to be used to affix a commemorative plaque to. Councilman Berg has obtained a quote for the plaque in the amount of $750. Councilman Hamm stated he has a granite stone that could be used. Councilman Berg will look into this. Councilman Berg would like to update the list of veterans on the plaque in the Town Hall. This will be mentioned in the next newsletter and the Town Clerk will inform the Historian.

8. OLD BUSINESS

A. 3-Bay Sink - Sink has been ordered and local plumber, Dave Snickles, has done a site visit and agreed to install the sink.

B. Summer Youth Program - Supervisor Willman reported the average attendance was 25-45 children. He also thanked Jon MacDowell and Ed Martin for volunteering to do the daily preparations of the hot lunches provided by Saranac Lake Central School District. Supervisor Willman is working on getting the Town of Franklin designated as a satellite site next year.

C. Dry Hydrants - Bloomingdale FD will provide us with a list of which hydrants need attention.

9. COMMITTEE REPORTS.

A. AUDIT - none.

B. Ethics - none.

C. Celebration - Supervisor Willman reported $2105 was raised for the construction of a community building at Kate Mountain Park. Supervisor Willman thanked the Loon Lake Homeowners Association for their donation to the Kate Mountain Special Reserve Fund. A new committee, separate from the Town of Franklin, has been formed to raise funds for this effort.

D. Cemetery - Councilman Smalley requested the sheds be painted at Union Cemetery on Route 3. Councilman Bartiss reported he investigated the infestation in one of the apple trees in that cemetery. The tree is suffering from a Leaf Mining Beetle infestation. Councilman Bartiss is taking appropriate measures to rectify this problem.

10. OTHER.

A. Painting Town Hall - Councilman Berg stated the building, especially window base sills, needs to be painted.

B. John Martino - Mr. Martino stated the Alder Brook Rd to Silver Lake is an old military road and may have a designated historical significance. Maybe funding could be available to preserve this road.

C. Iron Man - Councilman Smalley recognized resident Wes Wilson for his participation in the recent Iron Man competition.

11. ADJOURNMENT

There being no further business, Supervisor Willman adjourned the meeting at 8:10pm.
