CALL TO ORDER

Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was said and the Town Clerk called the roll, noting Councilman Bartiss absent and a quorum present.

HIGHWAY SUPERINTENDENT'S REPORT

In Superintendent Demars' absence, Supervisor Willman read the following report:

• Ongoing prep work for paving on Fletcher Farm Rd. and Alder Brook Rd.
• Borrowed Bucket Truck from Town of Saranac.
• Sent 1 man and truck to Town of Constable to assist in paving.
• Hauled asphalt for Town of Brighton.
• Started mowing sides of the roads.
• Filled in potholes on Garden Road.
• Paved/ shimmed section of Alder Brook Rd. with the assistance of Town of Saranac, St. Armand, Brighton and Tupper Lake.
• Received a call from our CHIPS Rep. and he stated the paper work looked fine. We should receive the money deposited on 9/16/’15.
• Met with Harry (FEMA), he will start getting the application processed but does not have a time table as to when we will see the money.
• Bass Lake Rd. – cut shoulders
• Hauled sand
• Some salt was delivered
• Fixed washed out section of Merrill Rd.
• Fixed scouring on Rock Street and Fletcher Farm Road.
• Gas, fuel and maintenance logs given to Highway Committee

NEW BUSINESS

A. 284 Agreement

RESOLUTION #25

On a motion by Councilman Smalley, second by Councilman Hamm, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the expenditure of up to $46,684.48 for repairs on approximately .6 mi on Alderbrook Rd.

RESOLUTION #26

On a motion by Councilman Smalley, second by Councilman Hamm, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the expenditure of up to $38,000 for repairs on approximately .3 miles of Alderbrook Rd.

B. Bottle Returns - Councilman Berg has spoken with Dave Siskavitch. Mr. Siskavitch operates a bottle redemption/return service in which he picks up returnable bottles, redeems them and, submits the funds redeemed to the customer. There is no cost to the customer. Supervisor Willman will contact Mr. Siskavitch.

C. Band Shell - Jeff LeFebvre has provided Councilman Berg with plans for a prospective band shell which would be constructed at Kate Mountain Park. Councilman Berg forwarded to plans to Don Rumble to obtain an estimate.

D. Historic Pictures - Councilman Berg inquired as to why the Town Historian cannot obtain the Town's Historic Photographs. The Town Clerk responded by stating the Historian has the photographs. The Town Clerk added that all photo's have been sorted, cataloged and digitized. This was a project Sandy Oliver, the previous Town Clerk, carried out a few years ago.

OLD BUSINESS

A. CDBG/HUD 2013 Update - 2 projects have been completed. 2 are in the construction phase and the other 4 are in the bidding or paperwork process.

B. Sign Status - The Town Clerk reported the LED display sign is scheduled to ship on 8/18. Shipping time is approximately 10 days. Quotes for the installation have been obtained. This is a specialized job. There are two businesses in the region that have the required expertise, Daniels Signs in West Chazy and Northeast Sign Corporation in West Colton. Quotes received are: Northeast Sign-$7485 and Daniels Signs-$5175. Daniels Signs, having the lower quote, was the accepted contractor for this job.

C. Pole Barn Status - Councilman Smalley is coordinating with Superintendent DeMars to get the prep work on the site completed.

COMMITTEE REPORTS

A. Cemetery - Supervisor Willman stated the Rose Chaffer infestation in Union Cemetery on Route 3 has subsided. It will be treated again this season and again in the spring.

B. Veteran - Councilman Berg stated the Town Clerk has agreed to do research online to obtain the names of Town of Franklin Veterans.

C. Celebration - The committee is growing but there is still a need for volunteers to work on days. Autumn Leaves and Pumpkin Heaves Festival is October 17.

D. Building - Those interested and available will meet at Kate Mountain Park on 8/13 at 6pm to discuss a location for a community building.

There being no further business before the board, Supervisor Willman adjourned the meeting at 6:35pm.
