Special Meeting

BOARD MEMBERS PRESENT:

Supervisor Art Willman, Councilman Peter Woodcock and Councilman Don Hamm

BOARD MEMBERS ABSENT:

Councilman Tom Bartiss and Councilman Cliff Smalley

OTHERS PRESENT:

Josh and Randy Clark-Clark's Truck Center, Doris Hamm, Julie Woodcock, Jacques DeMars-Highway Superintendent and Lauren LeFebvre-Town Clerk

CALL TO ORDER

Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum was present.

TANDEM PURCHASE

Josh and Randy Clark informed the board the original quoted warranty price for a new International Tandem is now $2000 less and there is also a $1,000 mail-in rebate upon taking possession of a new truck.

The board discussed Clark's repair service, noting the Town of Franklin cannot serve the needs of the Town adequately when trucks are out of service for long periods of time awaiting repair.

Councilman Hamm moved to table the discussion until the full board was present. (D.Hamm-P.Woodcock m/s/p) All Aye

PAVER

Councilman Hamm presented the board with pictures and information regarding a used 2008 paver that is available for purchase. Supervisor Willman reminded the board of the procurement policy and that a purchase over $20,000 must be put out for a competitive bid. Councilman Hamm moved to table this discussion until the full board was present. (D.Hamm-P.Woodcock m/s/p) All Aye

NATIONAL GRID SMARTWATT PROGRAM

The board reviewed the figures provided at the last board meeting regarding the replacement cost of all the light bulbs in the Town Hall and Highway Garage (outside flood lights not included). Total cost to replace all fluorescent bulbs with energy efficient bulbs would be $2322.23. Purchase price without this program would be $4894.24. After 17-20 months, the Town will save approximately $1513 on annual energy costs.

RESOLUTION #13

On a motion by Councilman Woodcock, second by Councilman Hamm, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the Town's participation in National Grid's Smartwatt Program for the purpose of purchasing and replacing the florescent bulbs at the Town Hall and Highway Garage at a reduced cost of $2322.23 and BE IT FURTHER RESOLVED that the Board also approves Supervisor Willman to sign the necessary contracts and other documents to allow the Town to participate in the program. ALL AYE.

ADJOURNMENT

There being no further business to discuss, Supervisor Willman adjourned the meeting at 6:14pm.
